We are the South Pacific’s leading resort and hotel construction company with deep experience in resort design and construction going back to the company’s beginning two decades ago. To date, we have built over a dozen resorts in the Pacific Islands with most of them in the remote outer islands in Fiji where site access is difficult, materials and skilled labour are scarce and infrastructure virtually non-existent. We have built flash packer and backpacker resorts at the end of the market all the way up to the only “7 Star” resort in the Southern Hemisphere – Laucala Island Resort.

PBS is now widely recognized as the region’s leading resort builder and on the back of the tourist boom in the South Pacific has taken on and built over $300,000,000 of resort work in the last few years. These projects vary in size, scope and location and include design/build elements ranging from chip seal and concrete runways to arrival facilities, hangers, grooving and lighting as well as managing the licensing and approvals required by the various aviation authorities.

A prime example of our capabilities is the Laucala Island Airport, which we designed and built a decade ago as Fiji’s premier all-weather, day-and-night aerodrome. This project included constructing the runway, installing lighting, and developing general airport facilities. We also managed all necessary government licenses and approvals to launch flight operations.

More recently, in partnership with New Zealand’s Hawkins Infrastructure, we undertook the $128M Nadi Terminal Modernization Project. This involved a complete refurbishment of both the international and domestic terminals, along with significant extensions to boost the airport's capacity and enhance the overall passenger experience.
Our team of project managers, engineers, consultants, and key vendors works closely with our in-house management and logistics teams, ensuring that every airport project—regardless of size, location, or complexity—is completed on time and within budget.
Marine & Civil Projects
Our marine and civil division are specialized in civil works construction, marine civil construction, barging and marine transport and services in the South Pacific. Understanding the complexities of marine construction and transport in some of the most extreme and remote locations has evolved the division into a highly skilled and dynamic teal of marine professionals and tradesmen who have learned to manage and overcome the typical obstacles faced in these challenging environments.
These challenges inspire us to continually improve upon our unique capabilities and engaged internationally experienced professionals to provide innovative quality solutions that exceed our clients’ expectations. Movie Sets
Our movie set team has been a part of nearly every major production in Fiji, from feature films and reality TV shows to commercials and magazine shoots. With many of our local crew contributing to multiple projects, we bring unmatched expertise to each new set. No matter the budget or location, we create high-quality, tailored sets that capture the vision of every production. With specialized departments for structural steel, timber framing, machine work, art, and a dedicated paint booth, we have the capabilities to bring any set design to life. Our experience also extends to building custom crew accommodations, adapting to the unique needs of every project.

MTV Road Rules
Engaged as the location scout and primary contact for MTV Road Rules during pre-production. Additionally commissioned as construction coordinators, we supplied all necessary materials, props, and sets, while providing labor, plant, and equipment to support the production’s requirements.
Survivor Fiji
Commissioned to design and construct accommodations for the Survivor production crew. On a remote site in Vanua Levu, we delivered 174 one-bedroom units in just five weeks. In addition to the accommodations, our team built key set elements, including the Tribal Council structures, executing the production’s intricate demands with meticulous attention and seamless coordination.
Anacondas
The Hunt for the Blood Orchid
Commissioned to transform the Viti Corp Farm shed into a workshop for the film’s Construction and Art departments. With Director Michael Fairfax as Construction Foreman, PBS supplied skilled personnel, equipment, and comprehensive logistical coordination, playing an integral role in the project over a six-month period
Endemol's "Under One Roof"
Tasked with building a 3,600-square-foot house for Endemol’s Under One Roof in remote Fiji, PBS completed the project within an impressive 10 weeks. Led by Art Director Michael Fairfax, we provided comprehensive logistical and operational support, including vehicles, boats, tools, and a skilled workforce, ensuring the production’s requirements were met with precision and speed.
Fantasy Love Island
Commissioned by Grenada to provide materials and prefabricated sets for the Celebrity Love Island production on Bounty Island, we delivered a variety of prefabricated structures and props, supporting the creative vision. Our team worked efficiently to meet tight deadlines, ensuring the sets were ready for filming on schedule
Eco Challenge FIJI
Coordinated construction for Eco Challenge, delivering starting props and signboards while providing support during scouting and pre-production. Our team also assisted in location and talent scouting, ensuring a smooth setup for the entire production.
Donor Funded Projects
MEDICAL
PBS has extensive experience in the design, construction, and refurbishment of healthcare facilities, including hospitals, operating theatres, and specialized facilities. These projects have been made possible through partnerships with key donors such as the Fiji Ministry of Health, NZ MFAT, Australia DFAT and the Fred Hollows Foundation. PBS ensures the highest standards by adhering to current building codes and environmental regulations, consistently delivering facilities that meet both public health needs and donor expectations.

EDUCATION
From 2009 to 2010, PBS completed education facility upgrades ($20M) across Viti Levu and Rabi under the European Union & Fiji Education Sector Programme (FESP).
Following Tropical Cyclone Winston in 2016, PBS was contracted by NZ MFAT to lead recovery efforts in Northern Lau, renovating 52 damaged school buildings and constructing 28 new facilities, along with staff quarters and ablution blocks. These projects, valued at FJD $10.2M, also provided local employment and skills training.

More recently in 2023 and 2024, PBS rebuilt six schools across the North of Fiji through the AusAid Cyclone Recovery Program (FJD $21M), ensuring they could withstand Category 5 cyclones. Located in the Central, North, and North West regions, these schools will serve as evacuation centers and include sustainable features such as solar panels and rainwater collection systems to support Fiji’s climate resilience goals.

As an extension of our construction services, our small works department are a team of expert and dependable tradesmen. Having been in the industry for many years working on large commercial and industrial projects, our skilled teams are available for bespoke works projects from new builds to refurbishments and fitouts.
Small Works construction offer demolition, soft strip out, drainage, plastering, block/brick work, carpentry, flooring, suspended ceilings, canopies, joinery supply and installation and new building projects up to $1MM.
Small Works construction offers a single point of contact for a seamless integration of trades delivering exceptional product on time and on budget.
Property Development
With over 25 years of experience, Pacific Building Solutions has steadily grown into a respected name in luxury construction and boutique development. Throughout this journey, PBS has consistently set new benchmarks for quality in both construction and property development, contributing to the growth and development of Fiji’s evolving landscape.​
